Norwegian passport holders need an eVisa to enter Bhutan. The eVisa is linked to a pre-booked tour package — independent travel is not allowed. You must apply through a licensed Bhutanese tour operator, who handles the visa process for you. This system has been in place since 2023.

Book a tour with a licensed operator
Find a Bhutanese tour operator licensed by the Tourism Council of Bhutan. They handle the visa application, tour itinerary, and accommodation. You pay a daily tariff (USD 200–250 per person per night) which covers visa, accommodation, meals, guide, and transport.

Tour operator applies for your eVisa
The operator submits your passport details, photo, and travel dates to the Department of Immigration. The visa fee (USD 40) is included in your tour package. Processing takes 3–5 working days.

Receive your visa approval letter
Once approved, you get an email with a PDF approval letter. Print it and keep a digital copy on your phone. You'll need to show it at check-in and on arrival.

Fly to Paro International Airport
Most flights arrive at Paro Airport (PBH). At immigration, present your passport, visa approval letter, and return ticket. The officer stamps your passport with a visa sticker. The whole process takes 10–15 minutes.

Transiting through Bhutan

No transit visa needed

Norway passport holders transiting through Bhutan's only international airport (Paro) do not require a transit visa if staying airside and not passing through immigration. However, due to limited flights, most transits require overnight stays and thus a visa.
