At Lungi International Airport (Freetown) or any land border, go to the 'Visa on Arrival' counter. There's usually a separate queue from locals.

Submit documents and pay fee
Hand over your passport, return ticket (printed or on phone), and accommodation confirmation. Pay the visa fee in USD cash. The officer will process the visa sticker.

Receive visa and proceed
The visa is usually issued within 10–15 minutes. Check the validity dates stamped. Then head to passport control for entry stamping.
