No visa, no boarding
Turkish citizens cannot get a visa on arrival or an eVisa for the Republic of the Congo. Without a visa sticker in your passport, you will be refused boarding by the airline and denied entry at Brazzaville. Apply well in advance.
Yellow fever certificate is mandatory

Prepare your documents
